VA 28 runs from VA 7 in Loudoun County near the Sterling/Cascades area south and then southwest to US 15/29 near Remington, VA.  Along the way VA 28 varies from a 6 lane almost freeway to 4 lane city street to a 2 lane main road.  It passes through towns such as Chantilly, Centreville, Manassas and Nokesville.  It also runs along the eastern land boundary of Dulles Airport between VA 267 and US 50.  VA 28 serves an important role in the transportation plan of Northern Virginia.  VA 28 is used by many who commute between their homes and jobs in the Dulles Technology Corridor.  Also, as the areas south of Manassas begin to grow, the 2 lane and 4 lane city portion VA 28 are increasing being used as a commuting corridor by those coming from towns along VA 28 like Catlettt and Nokesville and areas near VA 28 southwest of Manassas.

The growing congestion and safety problems on Route 28 have led to proposals to widen, realign and rebuild parts of VA 28.  In December of 2001, VDOT finished the construction of an interchange on VA 28 at US 29 in Centreville (VDOT Project Web Site).  Also, community leaders are putting pressure on VDOT to widen VA 28 southwest of Manassas to 4 lanes total.  This stretch of VA 28 is currently 2 lanes and has been the site of numerous serious accidents and several fatal head-on accidents.  There is also a proposal in the Northern Virginia 2020 Transportation Plan (see Numbers 8, 9, 28 and 29 on the 2020 Major Highway Improvements Map and Numbers 5 and 6 on the Beyond 2020 Major Highway Improvements Map- these are PDF Files) to build a bypass of Manassas and VA 28 in general.  It would be called the Tri-County Parkway.  Also, the existing VA 28 would be upgraded to a freeway between Centreville and VA 7 in Loudoun County.   In another plan, VA 28 between I-66 and VA 7 Leesburg Pike would be upgraded to a freeway under Virginia's Public-Private Transportation Act (VDOT Press Release).  The firms involved are Clark Construction Group, Shirley Contracting Corporation, Public Private Solutions, Inc and Dewberry & Davis LLC.  Unfortunately, this plan is in danger of falling apart due to a lack of funding from VDOT and a risky financing plan from the private parties involved.  New plans call for reducing the original $255 million to $140 million and paying for the improvements through bonds floated by Fairfax and Loudoun counties.  Under the new plan, approximately half the interchanges originally proposed would be built.  These improvements would be separate from two interchanges that VDOT has already committed to building.  These interchanges would be at the entrance to the new Air and Space Museum at Dulles Airport and at VA 625 Waxpool/West Church Road. (More details from this Washington Post article.)  Finally, in the 1969 Northern Virginia Major Thoroughfares Plan, a smaller Manassas Bypass was proposed (Map).  Part of it was built as Godwin Drive between the current VA 28 southwest of Manassas and VA 234 Sudley Road north of Manassas.  The unbuilt portion of this bypass runs from VA 234 Sudley Road and the current VA 28 in the area of Compton Road south of Centreville.  Prince William and Fairfax Counties still have this unbuilt section on their Comprehensive Transportations plans.

Due to the nature of VA 28 south of Centreville (local road with many, many driveways and cuts), this exit list only covers the 4 to 6 lane near freeway sections of VA 28 in Fairfax and Loudoun Counties.  On the exit list, read down for southbound, read up for northbound.
